原因

Custom field "Flagged" might have improper context being set to it. Ideally, this field is locked, however, if you have migrated from Server, chances are that this field is not locked and you might have improper context for this field.

ソリューション

Navigate to custom field context of the field "Flagged" 

  1. Click on Gear icon top right → Issues →Custom fields 
  2. Search for the field Flagged.
  3. If the field is not locked, click on three dots → Edit context and default value.

Verify that the context is set to "Global(all issue types)" and the Option has the value "Impediment" enabled. If not, set the context to "Any issue type" and enable the "Impediment" option.
