Development panel not showing in some Jira Cloud projects

This can happen if the system field Development is not added to the issue layout on these projects.
Add the Development field to issue screens and layout
- Navigate to the project and select Project settings
- Under Issues, select Layout
- Search for the Development field in the sidebar
- Add the Development field to the issue layout
