Can't see existing project to share settings when creating a Jira project

Go to the templated (base) project
Visit Project Settings > People
Add the user who is creating a new project to the Administrator role
Even if the affected user is a Jira Administrator, they will still need Administrator permissions for the specific base project they are trying to share settings with.
Setting their permissions on the base project will allow them to find the base project in the project creation tool.
