"Can't add user" error when adding member to Atlassian Cloud Teams in Jira

When adding a member to an Atlassian Team, users may come across an issue where the below error is shown.
"We can't add User. They may not have access to teams in your organization."
Ensure the affected user has product access
In order to add a user to a team, the user must be granted a product license to at least one of the products in the Atlassian Cloud Organization.
You can either grant access to the specific user(s) or add the user(s) to a group that is granted a license.

If a user has joined the Site without Admin Approval then we recommend configuring your site settings so that it's not open to anyone on the internet without admin approval.
Ensure the affected user has the "Browse users and groups" global permission
Both the person who is adding the user and the person who is being added need to have Browse Users and Group Global Permission in Jira.
To ensure this, a Jira Administrator can:
- Navigate to
Settings > System
- Select Global permissions under Security in the navigation sidebar
- Scroll to the Browse users and groups permission and inspect what groups are listed
- Scroll to the Grant permission section
- Select the Browse users and groups permission and the necessary group to include
- Select Add
