You need to edit in Wiki Markup mode to create a link to a comment.
On this page:
To link to a comment from within Confluence
- Right-click on the 'Permalink' icon
located at the lower right of the comments box. You will notice that the URL ends in a series of numbers. - Select the option to 'Copy the Link Location' from the pop-up menu in your browser.
- Paste the link into a temporary location and copy only the numerals at the very end of the link.
- Click 'Edit' for the page from which you want to link to the comment.
- Paste the numerals between square brackets (as you would when you create any link in Confluence), and then include the dollar sign '$' in front of the numbers.

Because you are linking to the actual database ID of the comment, you do not need to specify a space or a page id explicitly as that's calculated automatically from the database ID.
To link to a comment from outside Confluence
- Right-click on the 'Permalink' icon
located at the lower right of the comments box. - Copy the link location of the comment. Alternately, click on 'Permalink'
or the date and copy the URL displayed in the address bar of your browser. - Use this URL to link to the comment from your web page.
