The workbox notification window returns a TimeoutException error and stack trace when opened after restarting Confluence

This issue typically seen directly following a restart of the node but can be also caused without a restart by having the Workbox - Confluence Provider or other Workbox addons disabled.
In the case of this occurring directly after a reboot, what has happened is the Workbox addon(s) have not fully started after the restart of Confluence.

If Workbox plugins are disabled
- Login as a Confluence admin
- Navigate to Manage Add-ons page.
- Search for the system add-ons.
- Find the Workbox - Confluence Provider Plugin and enable it.
- Additionally, make sure all Workbox plugins are enabled as well (the Workbox Provider, Common and Host plugins)
- Refresh your page and check if the workbox notifications are working now.
Increase the Workbox timeout
If all plugins were already enabled and the problem persists between page refreshes, add the following to setenv.sh on all nodes to increate the timeout for the Workbox module to fully start from 5s to 10s or more.
Restart your node(s) for the change to take effect:
-Dconfluence.mywork.lock.timeout=10000
