Unable to start more Spot Instances after X number
問題
Spot Instance couldn't be started anymore after X number of Spot Instances started.
atlassian-bamboo.log に次のメッセージが出力される。
2017-06-16 09:34:44,066 WARN [elastic-pool-4-thread-2] [AwsSpotInstanceLauncher] Unable to place a spot instance request, proceeding with regular instance order原因
Spot Instances have different limit in each region and AWS account as stated in AWS Spot Request Limits.

Contact AWS Support to increase the limit for your region and account.
