Diagnostic Steps

• To verify if JIRA  Data Center is in Upgrade Mode:
  Click on Settings -> Applications -> JIRA Upgrades -> Check section 2 for the following message:

Your instance is undergoing an active upgrade...

If this message is displayed - then this article is applicable.

If not, further investigation will be required (Please log a support case with Atlassian Support fo further assistance)

原因

JIRA Data Center freezes the Universal Plugin Management operation to ensure consistency of the plugins across all nodes in the cluster

1) Complete or cancel the upgrade to put the cluster in STABLE mode

2) Install or uninstall the add-on
