I have a project with sensitive information and only a few people have access to it. Occasionally there is a need for project users to share some of the issues within this project with random users who don't have access to the project. How can this be accomplished?

1. Create a custom field to select the user: You will use this field to select the external user who will be able to view the issue. For that, go to the Settings (cog icon) > Issues > Custom Fields (on the left sidebar). Click Add custom field, for the field type you can choose between User Picker (single user) or User Picker (multiple users). The difference is, as the name says, one only allows you to choose a single user while the other lets you chose multiple users. If you need to share issues with multiple users from outside the project at once, the second one is recommended.

2. Add the custom field to your screens:

1. Navigate to the project you want to configure
2. Click on "Project settings" on the bottom left corner of your screen
3. Click on "Screens" on the menu on the left
4. Expand the screen schemes you want to modify
5. Click on the screen related to the "Create issue" operation
6. Add the custom field you created in the previous step to this screen.
7. You might want to repeat this process for the "Edit issue screen" as well.

3. Adjust your permission scheme to use these settings:

1. Go to the Administration menu (cog icon) > Issues
2. On the left side menu, click on "Permission schemes"
3. Click on the permission scheme used by your project.
4. Edit the "Browse Projects" permission and add the "User custom field value", selecting the field we created in step 1.

Now the custom field created earlier should be visible on the create issue and edit issue screens, where you can choose which external users can see that issue.
