The workaround has been completed in the KB article Hiding the Jira version number from page markup prior to upgrading.
原因
Servlet mappings can change between Jira versions and the modifications done in one version may not apply to another.
ソリューション
Revert to the unmodified file provided by the installer. When upgrading, make sure to use the new web.xml file and copy your custom modifications to it rather then using the old file according to the Jira Upgrade Checklist.
