Diagnosis
The user has required permission to view the issues on the board as well as permission to the dashboard filter. Checking the browser debug network logs shows the message

Cause
An invalid field was selected under Board Configuration → Estimation → Estimation Method
Solution
Selecting the correct Estimation Method resolved the issue
