The allowed authentication methods for Jira & Azure DevOps integration is using the API key method which is available for the Send Web Request action in the Automation Rule. OAuth and other authorization mechanisms are not supported for this action.
However, the Start runbook in Azure is based on OAuth authentication as it is a connection-based component, and all our connection-based components use OAuth.
