The UPM comes pre-installed in recent versions of the Atlassian applications that use it. You do not normally need to install the UPM plugin manually. However, if for any reason you do need to install the UPM on an application that doesn't already have it, you can do so by downloading the UPM JAR file from the UPM page on Atlassian Marketplace.

Make sure that the version of the UPM you attempt to install is supported for your application version, as indicated in the version history information on the UPM plugin page on Marketplace.

Once you have the plugin JAR, you can install it by moving it to the plugin directory in your application's plugin directory. To do so, follow the instructions for replacing the UPM JAR on disk in Updating the Universal Plugin Manager. However, instead of replacing the UPM JAR file, you will simply be placing the file in the directory indicated. Note that the UPM is a version 2 plugin, so be sure to move the UPM JAR file to the directory appropriate for plugins version 2.
